Request for proposals (RFP) - A study to map the usage of palm oil, palm kernel oil, and its derivatives and recommendations for engagement in 10 Middle East and 6 African countries.

The RSPO is a not-for-profit organisation that unites stakeholders from the 7 sectors of the palm oil industry (oil palm growers, processors or traders, consumer goods manufacturers, retailers, banks/investors, and environmental and social non-governmental organisations (NGOs)), to develop and implement global standards for sustainable palm oil.

With more than 5,200 members worldwide the RSPO is the global leading standard for the palm oil sector. The members represent all links along the palm oil supply chain and have committed to produce, source and/or use sustainable palm oil certified by the RSPO.

The RSPO has identified the Middle East and Africa as important growth markets in terms of the usage of palm oil and palm kernel oil and finds it important to strengthen its efforts to promote that in those markets sustainably produced palm (kernel) oil will be the norm for the palm oil sector.

In order to successfully develop and implement a strategy to transform the market and promote the use of certified sustainable palm oil, we need market insights. We would benefit from gaining more quantitative insights into the palm oil, palm kernel oil and derivatives market in the Middle East and the six countries that consume the highest volumes of palm oil in Africa. Once we have the market intelligence we can plan our outreach activities to encourage companies, industries and policy makers to stimulate market transformation to sustainable palm oil.

Geographical scope

This study should focus on the following countries to map their usage of and involvement in the global palm oil supply chain:

For the Middle East:

Israel, Jordan, Saudi Arabia, Kuwait, Qatar, Bahrain, United Arab Emirates, Oman, Yemen, Turkey

For Africa:

Egypt, Nigeria, Kenya, South Africa, Tanzania, Ghana

Scope in content

The study should present a clear overview per country of the aggregated import, export, and domestic consumption volumes of palm (kernel) oil and derivative per sector (food: food service / snacks / margarine / confectionery, non-food: biofuel, energy generation, animal feed, home & personal care).  It should also present - per country - an overview of the most important stakeholders from the seven different RSPO stakeholder groups. The study should also give us an overview per country of the most important policy makers that we should engage with in order to achieve our goal of making sustainable palm oil the norm in the palm oil industry. In some European countries industry players have come together to form a National Alliance to reach 100% of sustainable palm oil by a certain date. It would be interesting to see if any such national initiatives or policies exist in the target countries and what the goals and targets of these initiatives are.

Details of the work are outlined in the Terms of Reference (TOR) below.
